Is it mandatory to have one? Could it be typed up in a phone app or something of the sort instead of a notebook?

The only thing that is "mandatory" is an absolute focus and an exceptional imagination. That being said, keeping a magic journal is definitely a good idea. If you do keep one remember to record both before and after any attempts so that you can compare setup and theory to practice and see why something worked or more often why it didn't. A journal is quite necessary as it will allow you to note your progress and learn from your mistakes and see a pattern to your mistakes. It's also wise to keep a regular journal as well and just list your faults and good deeds for each day so that you can make note of your progress in achieving equilibrium, as elemental equilibrium is one of the most essential things to hermetic development, any kind of path requires equilibrium of the soul actually. It is also best to physically write, because you have time to think and it leaves much more of an imprint on your mind when you write, since you can just whizz through typing.
Also it is wise to write in a good bit of detail, because a lot of times it's some little thing that will give you the moment of "eureka!" that you need for growth.

I agree, writing is much better than typing, I have filled many notepads with writing, granted very little of that has been towards magical development, but it is one of the best ways I have found to sort out my thoughts when they get jumbled and muddy.
